NYC Local Law 196 requires construction and demolition workers at most major jobsites to have 40-hours of DOB-approved Site Safety Training and an SST card. Workers must have a valid SST card to enter any New York City jobsite with a Site Safety Plan.

This Local Law 196 requirement applies to most employees at jobsites with a Site Safety Plan. If you are unsure whether your jobsite has a Site Safety Plan, consult the DOB Site Safety Construction map. If your jobsite is listed on the map, you will need to have an SST card to work there.

Can I Apply Previously Completed Training Toward My SST Card?

Yes, you can receive SST credit hours for certain DOB-approved courses you completed within the last five years. Please consult the DOB's list of Approved SST Course Equivalents for a full breakdown of courses you can apply toward your SST requirements.

Can I Get My 40-Hour SST Card by Taking 10-Hour OSHA and 30-Hour OSHA?

No. OSHA 10- and 30-hour courses cannot be combined to meet the 40-hour Site Safety Training requirement. You must complete either 10-hour OSHA or 30-hour OSHA training and then satisfy your remaining hours with DOB-approved SST courses.
